It's kind of Asian style bat. Nowadays, some of Korean and Japanese use it (and maybe a few Chinese). But it is gradually getting minor. Europoean style bat is more common as you know.

It was orignally done to mask the sound of the ball contacting the bat, so the opponent would find it harder to guess the amount of spin on the ball.

slamming your foot when you serve, serves no purpose..it actually give the opponent a signal making it easier to estimate the timing of the serve
